Our experience has demonstrated that the surest route to effective development is a local community addressing its own needs based upon democratic principles and collective action.

However, in many cases around the world the weak capacity of local government administration leads to systemic process inefficiencies and the lack of government-citizen interaction often results in widespread frustration. This situation is compounded by the unstable fiscal context, inadequate communication from top-levels of government, and often an unclear legislative framework delineating roles and responsibilities.

CHF International staff has provided technical assistance and training to municipal staff and public enterprises around the world, helping them develop effective solutions to challenges in democratic governance.
